The Centre for environmental documentation
NorEnviro is a national centre for the documentation of environmental and resource data with regard to products, processes, materials, energy and waste systems in Norway. This type of data is essential for research, innovation, documentation and the design of products and systems adapted to the forthcoming sustainable and circular economy. NorEnviro has been established as a centre hosted by Østfoldforskning in collaboration with the Faculty of Environmental Sciences and Natural Resource Management at the University of Life Sciences (NMBU).
The centre was initiated on 1 August 2017 with funding from the principal owners of Østfoldforskning: The Ostfold County administration and the Fredrikstad local authority.
The NorEnviro centre has taken the initiative to establish a national infrastructure for the management and dissemination of environmental and resource data for Norwegian conditions (the NorEnviro infrastructure project). The centre has applied for funding from the Research Council of Norway for developing such a system. It is an independent project with partners representing the key Norwegian research organisations within LCA, with Østfoldforskning as the project owner. While awaiting the results of its application for funding of the project, the NorEnviro centre will contribute to the development of education in life cycle assessment (LCA) at NMBU. In addition, the centre will proceed with testing a beta-version of the data platform, developed in the Netherlands by PRé Sustainability, together with the principal partners in the infrastructure project.
Tasks directed by the NorEnviro centre
During the first six months of 2019, Østfoldforskning, in collaboration with the other main partners will carry out preparatory work hosted by the NorEnviro centre. This includes pre-testing of the data platform solution in co-operation with PRé, using data from Østfoldforskning and other interested partners relating to a small sample of products/processes. The aim is to gain experience from the solutions and then to be able to start up the infrastructure project promptly if and when it is granted funding.
Economics and financing
NorEnviro was initiated in August 2017 and has a base grant of 7.2 mill NOK over a 5-year period, funded by Ostfold County Council and the Fredrikstad local authority. All new project proposals put to the Research Council of Norway and aiming at generating updated environmental and resource data, will include activities and deliveries linked to the further development of the NorEnviro database. Østfoldforskning will also make use of its own funding for strengthening the infrastructure on LCA data.
Establishing a data basis from the pilot project
Products that will be tested in the pilot phase directed by the centre include:
- Food products from the Norwegian agriculture
- Wood products and raw materials from the Norwegian forest sector
- Transport of goods and people
